This plaque is found at the Fort McHenry National Monument and Historic Shrine, the site of the battle in the War of 1812 that inspired Francis Scott Key to write our national anthem, "The Star-Spangled Banner." It discusses how the Fort McHenry Tunnel was built instead of a proposed bridge in order to preserve the historic site.
