The Goethals Bridge is one of the two highway bridges across the Arthur Kill, connecting Staten Island and New Jersey. On the New Jersey side, there is a short approach highway that provides access to the New Jersey Turnpike (I-95) and then ends at US 1/US 9 in Elizabeth. The original plans were for I-278 to extend northwest to end at I-78 in Springfield, but only the portion between US 1/US 9 and the bridge was actually constructed.

The approach to the bridge is sometimes known as the Union Freeway, although this name is not widely used and is not posted on any signs.
