NJ 139 begins at the New York-New Jersey state line inside the Holland Tunnel. It is multiplexed with I-78 along 14th Street for a few blocks, and then the two routes split.
Just after the split, there is an exit for Kennedy Boulevard (CR 501).

NJ 139 goes under the ramp to Kennedy Boulevard (CR 501) for most of its length. Therefore, it is often referred to as the "covered roadway."

The covered roadway ends west of Kennedy Boulevard (CR 501), as does NJ 139. The main section of the Pulaski Skyway, designated US 1/US 9, is straight ahead. It is not open to trucks, which must exit here for Truck US 1/US 9.
