NY 164 begins at NY 311 in Carmel and runs east as a two-lane undivided road. It passes under the Beacon Line of the Metro-North Railroad twice. The signs warn of one-lane bridges, but it is not the bridges themselves that have one lane but rather the road passing under them that narrows to a single lane each time it crosses the tracks.

There is a grade crossing at the Harlem Line of the Metro-North Railroad. It's rather backwards that the line with regular passenger service is the one with a grade crossing, while the abandoned Beacon Line has overpasses.
