Welcome to New York and to Orange County! River Road (CR 521) becomes Maple Avenue upon entering the state. There is signage for the county line, but not for the state line. Immediately after crossing the border, Maple Avenue passes under I-84, but there is no interchange.

Maple Avenue runs north as a two-lane undivided road. Upon entering the City of Port Jervis, CR 16 ends. Maple Avenue continues straight ahead under city jurisdiction.
