I-478 begins at the Brooklyn-Queens Expressway (I-278) in Brooklyn and immediately descends into the Hugh L. Carey Tunnel, which passes under the East River to Manhattan.

I-478 emerges from the tunnel in Downtown Manhattan. There is an exit for Trinity Place. The roadway ends at a traffic light at West Street (NY 9A). Turn right to go north. Turn left to go south toward Battery Park and the FDR Drive.
